Hypothetical Situation: You live in Mortime, an imaginary country. You neighbour a country with terrorist influences, and find that you own country has a small population of those people.
Then you do something the terrorists don't like, and they take, say, 100 people hostage, and threaten to torture them.
What would I do? This may seem very immorral, but I'd take 101 of their people hostage, and threaten to do the same. You would prevent any of your people going to that country - to limit how many hostages the terrorists can take.
What do the terrorists do? They find they won't have any more people from the country of Mortimer to capture, and if they kll the 100 or so they have, 101 of their people will be killed. Fighting fire with fire.
This may seem horrible, and "two wrongs don't make a right", but honestly, that is what I would do. Of course, I'd send in SAS teams to kill all the terrorists before I actually began to kill the 101.
